County seat of Stark and one of its two principal cities, Toulon in 1950 had a toatl population of 1, 173. Besides many retail stores and automobile and other service establishments, the city has its own postoffice and banking facilities. Located here is the Stark County Courthouse. Here, also, is published the Stark County News, a weekly newspaper.
Toulon is served by the Chicago, Rock Island & Pacific Railroad and by state highways 91 and 17. A major portion of the city is located in Toulon Township, which has a total population of 2,528. This figure includes most of the population of Wyoming city, which also has its major portion in Toulon Township.
Originally called "Miller' s Point'/ Toulon city was platted in 1841. In 1858, during the Illinois senatorial campaign of that year, Abraham Lincoln delivered a speech in Toulon. He was followed a few weeks later by Senator Stephen A. Douglas, who eventually won the senatorial contest. Both the city and township of Toulon were named after a town in Tennessee.
